Terms of use
This is an English translation provided for convenience. The Azerbaijani text is the binding one: in the event of a dispute or conflict, the Azerbaijani text prevails.
Version: 2026-11-02. This version is in force from that date.
1. Parties and service
1.1. These Terms of use (the "Terms") are a contract between the operator providing services under the HuqSi brand (the "Operator" or "we") and the person using the huqsi API service at api.huqsi.az (the "Service"), referred to as the "User" or "you". The paperwork for establishing the Operator as a legal entity and for its state registration is in progress; its official name, legal form, tax ID (VÖEN) and address will be stated in these Terms as soon as registration is complete. Contact: api@huqsi.az.
1.2. The Service gives programmatic access to the texts of legislative acts of the Republic of Azerbaijan through REST and MCP interfaces: search over the text, the current text of an article and the list of acts that amended an article. The exact content of the Service is described in the Docs.
1.3. The Operator does not own the official source and does not act on its behalf.
2. Formation of the contract
2.1. These Terms are a public offer (Article 408.7 of the Civil Code). The contract is formed when you confirm your e-mail address and state your agreement to these Terms and the Privacy policy on the account creation page. We record the time of the agreement and the version of the documents.
2.2. The parties agree that intent expressed through an account confirmed by e-mail is equivalent to intent expressed in writing.
2.3. The Terms are always available on this page; you may save and print them.
3. Who may use the Service
3.1. The Service may be used by natural persons aged 18 or over and by authorized representatives of legal entities. The Service is not intended for children.
3.2. A person creating an account on behalf of a legal entity confirms that they have the authority to accept these Terms on behalf of that legal entity.
3.3. If you use the Service for personal needs unrelated to a professional or business activity, these Terms do not limit your rights under the Law "On the Protection of Consumers' Rights".
4. Plans
4.1. A new account starts on the Developer plan. This plan is free of charge and is for development and testing only: writing software, checking an integration, personal experimentation. On the Developer plan the following are prohibited:
- operating a commercial product or service;
- providing a service open to third parties (the public);
- carrying out automated work for customers.
These cases require a paid plan (Starter, Pro, Business).
4.2. The current limits of the plans are published on the Limits page.
4.3. A paid plan is activated on request: the price (in manats, including taxes), the payment terms and the refund rules are given to you in writing before the plan is activated and are agreed separately. No payment is required without such an agreement.
4.4. A reduction of a limit to your detriment and a change of price are notified in advance in the manner set out in Section 13. A change of price applies only from the next payment period.
5. Nature of the information
5.1. The texts are collected automatically from the consolidated texts at the official source and are updated once a day (Freshness, in Azerbaijani). A text may be incomplete, delayed or wrong because of collection or processing. The information is therefore provided "as is": there is no guarantee that a text is complete, accurate or in its latest wording, nor that search results are relevant. This clause does not remove our liability under Section 11.
5.2. The Service is not legal advice and is not the practice of law. Before making a legal decision, check the text at
the source through the source_url link in each response. A response of the Service is not an official publication.
5.3. Search is semantic: results are ranked by similarity of meaning, and an exact match is not guaranteed.
5.4. The Service contains neither court decisions nor earlier wordings of articles. The fields on entry into force are read automatically from the text and the amendment notes; cases without such a note may not be shown.
5.5. When you connect the Service to an external artificial intelligence application such as Claude.ai or ChatGPT, we provide only the law text and its data. The answer the application writes on the basis of that text is not prepared by the Operator, and the Operator is not responsible for it.
6. Account and keys
6.1. An API key and the access of a connected application are confidential. You must not share a key or place it in open source code, a browser or a mobile application. If you suspect a leak, revoke the key or the connection in the dashboard immediately.
6.2. Requests made with your key or through a connected application are deemed to be made by you. A defect of the Service that allows unauthorized access is the exception to this rule.
7. Prohibited actions
The following are prohibited:
- evading limits (multiple accounts, disposable e-mail addresses, changing IP addresses, etc.);
- creating a load that disrupts the Service, or interfering with its security and restriction mechanisms;
- giving an account or a key to a third party;
- taking all or a substantial part of the collection referred to in clause 8.2, including through systematic requests, distributing it as another service or collecting it to train an artificial intelligence model;
- using the Service for an unlawful purpose.
8. Intellectual property
8.1. Legislative texts are official documents and are not objects of copyright (Article 7 of the Law "On Copyright and Related Rights"). These Terms do not restrict your use of those texts.
8.2. The program code, documents, name and mark of the Service, as well as the collection of the texts prepared by the Operator, its structure and search index, belong to the Operator (Articles 6 and 7 of the Law "On the Legal Protection of Databases"). You are given a non-exclusive, non-transferable right to use the Service in accordance with these Terms.
8.3. When you publish the texts you obtain as a collection or compilation, you must indicate the official source of the
text (Article 97.2 of the Law "On Normative Legal Acts"). In other cases too, you are advised to indicate the source
through the source_url link when showing responses to your own users.
9. Personal data
9.1. Data relating to your account is processed in accordance with the Privacy policy.
9.2. The Service is not intended for processing personal data. Do not enter other people's personal data, case materials or professional secrets in search queries. If you do so nevertheless, you are responsible for its legal basis.
10. Availability of the Service
10.1. The Service is in beta. We provide the Service with due care, but do not guarantee that it is uninterrupted and do not promise a service level (SLA). An SLA under a paid plan applies only when separately agreed in writing.
10.2. We give advance notice of planned maintenance where possible.
11. Liability
11.1. The Operator is liable in the manner established by law for damage caused through its fault in providing the Service. Liability for damage caused intentionally or through gross negligence is not limited (Articles 448.2 and 420.3.6 of the Civil Code).
11.2. Provided that it is not at fault, the Operator is not liable for: your making a decision without checking the text at the source; an answer written by an external application; equipment, software and internet connection under your control; the loss or disclosure of a key by you; the unavailability of the official source or changes made there; force majeure.
11.3. Only in relation to those who use the Service within a professional, business or official activity: the Operator's total liability for all claims in a calendar year, except for the second sentence of clause 11.1, is limited to the amount you paid for the Service in that year, and for a free plan to 500 (five hundred) manats. Lost profit and indirect damage are not compensated. This clause does not apply to the users referred to in clause 3.3.
12. Term, suspension and termination
12.1. The contract is concluded for an indefinite term. You may terminate it at any time, without giving a reason, by writing from your registered e-mail address to api@huqsi.az. The account and keys are deleted within 7 working days at the latest. You can revoke a key or a connection in the dashboard immediately.
12.2. The Operator may suspend an account or a key or terminate the contract only on the following grounds: a breach of clause 4.1 or Section 7; a real threat to the security of the Service or of other users; where required by law or by a court decision; the discontinuation of the Service.
12.3. Before suspending, we warn you by e-mail and give you a reasonable time to remedy the breach. In cases of a serious breach, an urgent threat to security and a lawful demand, suspension may be without warning; in that case we state the reason afterwards.
12.4. The discontinuation of the Service is notified by e-mail at least 30 days in advance. Amounts paid for an unused period under a paid plan are refunded, except in cases of termination for breach.
13. Changes to the Terms
13.1. A change to the Terms is notified to your registered e-mail address at least 30 days before it enters into force, and the new wording is published on this page. The old version applies until the change enters into force.
13.2. If you do not agree, you may terminate the contract before the change enters into force. Continuing to use the Service without terminating is deemed acceptance of the change; this consequence is stated separately in the notice.
13.3. Changes that are solely in your favour or that result from a requirement of law may be applied without a notice period.
14. Final provisions
14.1. These Terms are governed by the legislation of the Republic of Azerbaijan. Disputes are resolved through negotiation and, failing agreement, in the courts of the Republic of Azerbaijan with jurisdiction as established by law.
14.2. If any provision of the Terms is held invalid, the remaining provisions stay in force.
14.3. The Terms are drawn up in Azerbaijani. In the event of a conflict with a translation into another language, the Azerbaijani text prevails.
14.4. Official notices are sent to you at your registered e-mail address, and to us at api@huqsi.az.
